This is a reminder that all discipline grievance appeals sent to Denver or Illinois (Central Region) and Memphis (Southern Region) are sent on the Step 2 Appeal to Arbitration grievance forms, available on the ‘Steward Resources’ tab.

The Postal Service is cutting budgets and instructing their Postmasters to cut hours and perform more work – in your place. If your hours have been cut you should immediately contact your state union representatives or this office and we will in turn direct your problem to the appropriate individual. It is a blatant violation to shift bargaining unit work from clerks to postmasters due to budget cuts or to increase their performance of bargaining unit work while cutting your hours – without operational justification. The most common operational justification would be a decline in mail volume WITHOUT a corresponding increase in the amount of work they perform in your place.
ANOTHER 1.6.B. SMALL OFFICE AWARD
The attached award affirms the Clerk Craft position that shifting work from PTFs to Postmasters involves not only the amount of work hours but also the type of work.
In this case the Postmaster took over window lunch relief which was inconsistent with historical practice!

ARTICLE 1.6.B. - SHIFTING DPS STATION INPUT TO POSTMASTER
This award is significant in that it addresses the shifting of entering new address records, deleting old address records, changes of address, etc., into the DPS Data Base File from clerks to the Postmaster – that had not historically performed that work.
This is a common occurrence that should be challenged. It goes to the Clerk Craft position that Das prevents not only the shift in the amount of work but also the type of work in 1.6.B. offices.
