In this time of too little help, the Service has resorted to deception in many offices by utilizing RCAs to perform clerk work claiming they have “dual” appointment.

You should challenge any RCA performing clerk craft work by requesting copies of their Form 50s and the casual hiring worksheet related to their alleged “hiring” as a casual.

In most cases they have no dual appointment – or if they do, there is no justification for hiring a casual as a supplemental worker.  Needing more help is not justification for hiring a casual or giving a dual appointment to an RCA.
